Context and purpose: The more an organization is struggling to maintain its capable manpower, it has managed to maintain its human capital and human value and will have a profound impact on performance and productivity. Many factors that can be effective in maintaining employees are identified and studied. But in the maintenance of specialized police staff, there are failures. The IRIP has a key role in maintaining staff, especially the staff of the specialized police. Therefore, the effective organizational factors that the researcher considers for investigating and reviewing are: (Motivation, management style, meritocracy, career enhancement, technology and equipment).
Method:This research has no hypothesis and in terms of purpose, it is applicable, with descriptive, analytical and survey nature. The statistical population of this research are specialized staff and police chiefs of Hamadan Province Police Command, which number is 550 people.
Findings and Discussion: The instrument for measuring this research was a researcher-made questionnaire consisting of 28 closed questions, which its reliability was determined by Cronbach's alpha 0/92. Data analysis was selected using a theoretical basis and statistical findings as categorical, random (senior officer- subaltern- noncommissioned officer). The results show that meritocracy - managerial style - motivation - promotion -equipment and technology are effective in maintaining and retention and keeping specialized police officers in the organization.
